MUCF and state grants
The figures for your MUCF application, counted from the register
Organisational grants from MUCF rest on how many members you have, how old they are and where they are. Registra keeps the count continuously, checks it against the ordinance and draws the sample the auditor has to review.

Age counted the way MUCF counts it
Eligible members are those who turn 6 to 25 during the operating year. Registra reads the age from the personal identity number and counts the age the member turns during the year, not their age on a given date.
- Members are counted from the date they joined, up to and including 31 December of the reporting year.
- Age, gender and local association in one view: an age pyramid, a chart per association and a full table.
- Members whose personal identity number cannot be read are flagged, so they can be fixed before the application instead of silently dropping out.
A check against ordinance 2011:65
Registra tests the figures against the requirements that can be read from the register and shows the result requirement by requirement, with what is missing where one isn't met.
- At least 60 per cent of members must be aged 6–25, both in total and in each member association.
- At least 1 000 eligible members, and member associations in at least five counties.
- An association that fails the requirements is not a member association: it and all its members leave both the numerator and the denominator. You see what that does to the figures before you exclude it.
The auditor's sample
Before MUCF pays out, an auditor must review a sample of the associations and members in the application. The organisation produces the sample, which is why it has to be possible to show it wasn't hand-picked.
- The sample is drawn from a seed, ideally one the auditor chooses. The same seed over the same register always gives the same sample.
- The minimum levels for children's and youth organisations (2011:65) and for LGBTQ organisations (2008:349) are built in.
- The sample becomes a working paper with columns for the auditor's evidence, which can be exported.
From figures to application
Once the figures are right they go into the application. Everything you need can be exported, and the year you report for stays available to compare with next year.
- An Excel export in three tabs to enter into the application.
- A member list to attach or hand to the auditor.
- Associations that fall short are marked with a reason, so it is clear what was left out and why.
Frequently asked questions
Which members are eligible?
Those who turn 6 to 25 during the operating year. Registra counts members from the date they joined, up to and including 31 December of the reporting year.
Are members who left during the year subtracted?
No. The register stores no leaving date, so members are counted by the date they joined. The report says so, so nobody has to guess.
Is MUCF reporting included in every plan?
It is a module for 5 900 kr per year on Free and Association, and included in Federation.
